The challenge
The General Department of Customs and Excise of Cambodia needed a risk management system in which selectivity was driven by documented rules rather than routine, the rules were governed and maintained, and the analysts running the system were trained within the administration. GIZ’s programme set out to modernise the system so that controls would be targeted, defensible and sustained by Cambodian staff.
Our role
Team leader and risk management expert over the four years of the programme (GIZ project 17.2030.9-002.00).
What we did
Drafting of selectivity rules and the governance framework for setting, reviewing and retiring them; production of the two Risk Management Compendiums that document the system; review of the Royal Government sub-decrees and of inter-agency coordination at the border; and the building of successive cohorts of risk analysts through structured training with technical backstopping between sessions. Guidance was also provided on the formulation of an authorised economic operator programme.
What was delivered
A modernised risk management system documented in Compendiums I and II, a body of selectivity rules with a governance process around them, trained analyst cohorts within the administration and a basis for Cambodia’s AEO programme.
