The challenge

Vietnam was preparing for WTO accession and needed its customs administration to adopt the instruments its trading partners expected: a national single window, an authorised economic operator scheme with supply-chain security, and effective enforcement of intellectual property rights at the border. The EU’s ETV2 programme provided the technical assistance.

Our role

Key customs expert over the three years of the programme (VNM/AIDCO/2002/0589), managing the international and national experts deployed to the customs component.

What we did

Design work on the national single window, the AEO and supply-chain security scheme and border IP enforcement; authorship of the overall and annual work plans, logframes, budgets and reports; organisation of study visits; and coordination across the General Department of Vietnam Customs, other ministries and the private sector.

What was delivered

The designs and work plans for Vietnam’s single window, AEO scheme and border IP enforcement delivered under ETV2, and a delivered programme of expert inputs and study visits for the customs administration.
