The challenge
Indonesia had ratified the WTO Trade Facilitation Agreement but lacked the institutional machinery to implement it: no functioning national committee, uneven understanding of the Agreement’s provisions across the agencies responsible for them, and a private sector with little voice in the process. Separately, the Ministry of Trade’s trade-remedy units needed to strengthen their investigative capacity.
Our role
Key Expert 2 for trade facilitation on the EU-funded ARISE Plus Indonesia programme (EuropeAid/139240/DH/SER/ID) over four years.
What we did
Under the trade facilitation component, standing up the National Committee on Trade Facilitation and designing and delivering a capacity-building programme on the Agreement’s provisions for government beneficiaries, with targeted outreach to the agricultural commodities, food and fisheries sectors; advisory and advocacy on customs and trade facilitation; and building operational links with the DG TRADE and DG SANTE programmes working in the same space. Under the trade remedies component, a needs assessment followed by an advanced capacity-building programme for the Ministry of Trade units responsible for investigations and administration.
What was delivered
A functioning National Committee on Trade Facilitation, a delivered capacity-building programme on the Trade Facilitation Agreement for government and the private sector, and a trained trade-remedies function in the Ministry of Trade.
