Represented twenty-four administrations on the WCO Council and Policy Commission, chaired the regional Council meetings, and oversaw the regional capacity-building architecture of the Regional Office for Capacity Building, three regional training centres and the intelligence liaison office, including the Finland-funded regional capacity-building project.
