The challenge
Goods in transit across Central Asia were subject to repeated inspection and duplicated documentary requirements at each border, with little coordination between the five states or among the donors supporting them. BOMCA needed an evidenced account of what actually happened at the crossings and practical proposals for reducing it.
Our role
Consultant on transit and trade facilitation for phase 6 of the programme (PID 00059330).
What we did
Corridor reviews using the UNESCAP time/cost-distance methodology, informed by more than fifty meetings with some 120 stakeholders across the five states; mapping of the documentary and control requirements at each border crossing on the corridors; and proposals for inspection selectivity, the removal of duplicated controls and stronger coordination among the CAREC, EurAsEC and EC/UNDP programmes.
What was delivered
Corridor reviews and requirement maps for the principal transit routes across the five states, with proposals for inspection selectivity, the removal of duplicated controls and closer coordination among the donor programmes.
