The challenge
The Pacific ACP states were negotiating an Economic Partnership Agreement with the European Commission and needed to table market-access offers built on current trade data. Their data was out of date and coded to an earlier version of the Harmonized System, and the regional EPA data tool had not been refreshed.
Our role
Team leader of a four-person team under the TradeCom Facility (EDF project 9 ACP RPR 007).
What we did
Collection of 2006 to 2008 trade data from the seven states, transposition of the data to the 2007 Harmonized System and updating of the EPA data tool, followed by a regional market-access workshop at which the states worked through their offers with the updated figures.
What was delivered
An updated EPA data tool on current, correctly coded trade data, and a regional workshop that enabled the Pacific ACP states to finalise their market-access offers ahead of the negotiations with the Commission.
