The challenge
ZATCA was replacing the core of its customs operation: the declaration management system through which every import, export and transit movement passes, the wider customs management system around it, and a national single window linking customs with the other agencies that regulate trade. The Authority needed the functional and technical architecture defined to a standard that would allow implementation to proceed without re-work.
Our role
Subject-matter expert on declaration management, customs management and single window design within the Deloitte Middle East team.
What we did
A current-state assessment of ZATCA’s systems and procedures, followed by a target-state blueprint built on the WCO Data Model. The design covered every functional area of customs management, including risk management, the SAFE Framework and authorised economic operators, post-clearance audit, warehousing, transit, free zones, origin, duty reliefs and excise, so that the new systems would support the whole of ZATCA’s mandate rather than the declaration alone.
What was delivered
A functional and technical architecture for the declaration management system, customs management system and national single window, with a current-state assessment and target-state blueprint that established implementation readiness across all customs functions.
