The challenge
Ethiopia’s customs management system, and the processes around it, had not kept pace with the country’s trade ambitions or with the digital systems of its trading partners. GIZ was preparing a project to modernise the system and needed it set up on a sound footing: a clear scope, a realistic sequence and an agreed division of work among the Ethiopian Customs Commission, other border agencies and the private sector.
Our role
Customs modernisation expert for the project set-up phase, working with the GIZ programme team and the Ethiopian counterparts.
What we did
The set-up work addressed the three areas the project will pursue: harmonised digital systems and an electronic single window connecting customs with other border agencies; the human capacity gaps in customs and in valuation in particular, to be closed through structured training; and the trade statistics and market intelligence that the private sector needs from the customs data the system will produce.
What was delivered
A structured project design (GIZ project 81320860) covering the single window, the capacity-building programme and the trade-intelligence component, ready for implementation.
