According to some studies, border formalities, including fulfilling customs requirements, amount to 7% to 10% of the value of individual consignments.

If Customs services are to control imports efficiently, especially the typical high-volume, low-value express shipments, they must acquire or receive specified, quality shipment data at a time sufficiently in advance of the arrival of the consignments so as to enable them to apply risk assessment and, as appropriate, compliance measurement techniques. This over-riding Customs requirement for obtaining accurate shipment data in advance of goods’ arrival can only really be satisfied if both the Customs service and traders or carriers are using automated systems and ideally, integrated systems.

Standardized and harmonized information requirements and procedures are essential to establish the common understanding which allows for an effective and efficient exchange of information between all parties involved in the international cross-border movement.
