Encryption is used to provide a variety of security services for commercial transactions. However, strong encryption also gives rise to a number of challenges for national security and law enforcement agencies, who may find it difficult to derive intelligence from encrypted intercepted communications and retrieved data. Consequently, many software products are subject to export licensing controls and, in certain circumstances, US re-export controls.
